"....the entire set of policies and procedures would be useless, lack practical utility."
US government officials, who were tardy in releasing the first drafts of the regulations giving teeth to the Unlawful Internet Gambling Enforcement Act, have given interested parties until December 12 to comment, and the public criticism has not been slow in coming.

This week the Center for Regulatory Effectiveness, a D.C.-based lobby group headed by former Office of Management and Budget executives released a report in response to the proposed regulations, which were submitted well after the Congressional deadline of 270 days by the Treasury Department.  more...

Exemptions generally extend to the gambler's bank

Weekend meetings were organised between a team led by the Antigua prime minister Baldwin Spencer and members of the U.S. Congress in the hope that it would help resolve the ongoing World Trade Organisation trade battle between the two nations.  more...

Poker News interview cautious but interesting
Followers of the unfolding cheating crisis at Absolute will have some absorbing reading over the next few days as Poker News publishes a clearly extensive interview with Nat Arem, one of the main player investigators who uncovered the debacle at the online poker site.

Poker News commendably and as an independent observer, financed a trip by Arem to Costa Rica to look into the "Holecard-gate" scandal that has rocked the online poker site following indications that up to $800 000 or more was involved in cheating tournament play perpetrated by a company insider over a period of at least 40 days (see previous InfoPowa reports). Straining its credibility, the company at first denied that anything was amiss when players uncovered the scam.  more...

Confusing responses from DoJ enforcement
Few would disagree with Congressman John Conyers, when he said at a House Judiciary Committee hearing in Washington on online gambling this week that he was frustrated by disparities in the enforcement of U.S. Internet gambling laws.

Chairing the hearings, Conyers questioned "the selective nature" of Internet gambling enforcement and in a reference to the WTO compensation dispute said a ban enacted by lawmakers last year could end up hurting U.S. relations overseas.  more...

Paddy Power's poker chief, Nikki Newman, says: "I am very excited about it. I have always felt something of a personal compunction to help bring more women into the game. Colette Doherty, Irene Tier and Jenny Heggerty, showed us just how much power there is in the Irish ladies game. If Massachusetts Governor Deval Patrick has his way, online gamblers in the state could face jail terms of up to two years and $25 000 fines, reports the Boston Globe, which has examined the governor's latest legislative proposals in depth.

The Boston newspaper has carried incisive reportage on the bill, which seeks to expand land gambling in the state with new casinos, but includes a hypocrisy ridden and deeply buried clause that would ban online gambling and follow the Washington State example by making it a C class felony.  more...

Internet gambling ban "another unconstitutional infringement of Americans' digital rights."
The feisty Internet Media Entertainment & Gaming Association (iMEGA) has joined the growing number of critical voices against a bid to ban online gambling on pain of severe penalties in the state of Massachusetts (see previous InfoPowa reports).

The proposed legislation, which is ironically contained within a bill that seeks to expand land casino gambling in the eastern state, has been submitted by Massachusetts governor Deval Patrick but has come in for heavy flak and extensive media coverage centred on its hypocrisy and felony level penalties. The proposal will not be voted on until 2008, according to political observers.  more...

If good things come in threes, what's next for this household?
Although InfoPowa focuses on Internet gambling news, there are occasionally such great good fortune stories that they have to be told, and this was the case with Anthony and Antonietta Marrocco, a married couple from Caledon, Ontario who hit it big over the weekend, reports Canadian Press.

Enjoying a little R&R at Casino Rama in Orillia, Ontario the duo first struck it rich on a slot jackpot which gave them Cdn $13 000. That would be enough to make any weekend special, but Antonietta had a feeling that it was going to get better, and it did....big time!  more...

Why would a US online gambler want to prejudice payment systems?
Dummy of the week award has to go to a US player at the Full Tilt Poker site, who very obligingly told a television investigative reporter everything he could about credit card workarounds in order to make deposits at online gambling sites.

Mystified players in the US were this week asking why a fellow online gambler would want to compromise systems that enable American Internet players to pursue their pastime of choice in spite of the Unlawful Internet Gambling Enforcement Act, which tries to prevent them doing so by banning financial transactions with online gambling companies, but does not make online gambling per se an offence.  more...

Bwin Group subsidiary Ongame Network Ltd, a provider of online gaming platforms, has seen an increase in interest of over 200 percent in the Grand Tournament the flagship event of the network following the addition of the innovative feature Heats two months ago.

With a player-friendly two-day structure, the $1 000 buy-in monthly Grand Tournament is arguably the most innovative online poker event on the circuit since it first emerged in 2005. Too many retail winners sparked investigation
The disproportionate levels of big winners among ticket sellers that sparked an Ombudsman investigation into the Ontario Lottery earlier this year (see previous InfoPowa reports) has resulted in stricter measures by the new management of the Ontario Lottery and Gaming Corp.

In future, Ontario's alcohol and gaming commission will take over the investigation of all suspicious lottery wins - including those claimed by lottery retailers - starting in January 2008 as the lottery corporation tries to rebuild its tarnished image and crack down on any suggestion of fraud.  more...

Pensioner polishes off carwash jackpot
This week's luckiest gambler wasn't even looking to win. When Eldon McCammack (71) drove into the interestingly named Trojan Car Wash near Indianapolis this week all he had in mind was a sparkling finish to his automobile.

But when he inserted his dollar in the activation slot it paid off like a Las Vegas slot, spurting a flood of small change as the dumbfounded McCammack frantically tried to staunch the river of coins. McCammack said he first grabbed the top from a trash can to catch the coins, whilst another customer found a plastic container to help with the surprise cash flow. In all, well over a thousand coins jetted out of the machine.  more...

But it's mainly due to volatile high roller activity
The last four months have been kind to UK betting powerhouse Ladbrokes - profits have nearly doubled, boosted by significant losses by "high roller" telephone gamblers, who once again pushed up the betting house's results as telephone betting revenues reached GBP 91.8 million.

It was just as well, because the high roller contribution helped offset weak performances from Ladbroke's high street shops, where stakes placed on horse racing were hit by wet summer weather cancellations and results that went against the bookie assessments and squeezed margins.  more...

More legal certainty could be achieved as early as next spring
A Bwin executive with more than a passing knowledge of the draconian approach of France to online gambling said in an interview this week that he is optimistic about growing liberalisation in European Union nations.

PPA chairman optimistic about legalisation
Speaking at the Global Gaming Expo in Las Vegas today (Thursday) former Senator Alfonse D'Amato, chairman of the Poker Players' Alliance pressure group, said he expects the legalisation of online poker in the United States within 18 months.

Other panelists in today's State of the Industry: Internet Gambling at the Crossroads keynote session at G2E said pending sanctions by the World Trade Organisation due to current U.S. policy on Internet gambling could be the major driver for legalisation. This is because non-gaming corporations likely to be affected by the sanctions could put pressure on Congress to make a change in its current anti-online gambling approach.  more...

Head hunt fails as top financial exec stays with Ladbrokes
Rumours flashing around London business circles recently that a Ladbrokes exec had been offered the CEO post at William Hill were confirmed this week when The Times reported that Ladbrokes finance director Brian Wallace had withdrawn from the short list.

The Times opined that top executives rarely move job between Britains two biggest betting shop rivals, but reported that William Hill had approached Wallace on the chief executive's post vacated by David Harding at the end of September.
